Jolly News For the Fisherman..So it seems

There is always more sides to a story and Jolly Fisherman seems to be a very complex one to be Honest.
To really understand we need to take the whole meeting into consideration before we tackle how Mr Jolly came to this point in his over 100 years life he was always the idle that people used to the symbolise they are really on Holiday. 
Right now the council are in the process of moving over to a new location, this is at a time where contractors who were working on the new Community Building on tower park have had a hard to relaying extra costs between council members because of lack of communication between the councils main computer and the ones at the new site. The staff clearly state the reason they cannot connect remotely to main computer is because they are not using an upto date apperating system like windows 10. It seems the main talking guy seems like he has be reluctant to upgrade for a while and doesn't seem to respond with the answers to most positive questions asked. And would try talk around the issues and not how to resolve them.
I figured that maybe the issue is between undervaluating the Commity centre and the fact the promotional company dumping the council the Jolly Fisherman during this very busy time and they didn't know how to budget or even get the Jolly Fisherman insured quick enough to be able to have it used in the public,  so just for the sake of the new overwhelming demand from the public and TV, they agreed to least Jolly over to a lady who already had a strong connection with the first man who wore the Jolly Fisherman costume.  And was already insured and had the means to have the costume worn. 
Temporarily.
Apparently the phones have been overwhelming including many offers to sponsor and save Skegs mascot from walking the plank.
It may take a while for the council accepting any offer because of the emense public demand. 
And with the lack of communication between incompatible computer operation systems that is no fault of the new site staff. But the out of date Operating system of the main computer that is used to authorise most information as I said earlier. There was also a talk regarding the Corona Virus,  and the risk that could cause all of the staff being locked out of the main computer if the head of the council were to get I'll and die. There was one man who suggested that there be a solid state form with information so that the staff would still be able to get paid. But the head said they would still get paid by rebooting a payment process that will make sure the staff will get their money if they are locked out main computer.
That guy who asked the right questions should be in the seat at the top. He is so wise.
I hope you all liked my news, Forgive me if I go into too much detail but my only way to understand things is to see the faces and emotions of the talker and take everything as a whole to form an way of understanding that I can understand.
